HPSEBL invites application from CA firms for preparation of Accounting and other Manuals

Himanchal Pradesh State Electricity Board Ltd. has invited application from interested chartered accountant firms and financial consultants for preparation and updating of the Accounting, Budget, Banking and Procurement Manual for HPSEBL. The applicants who desire to participate in the empanelment process may submit their application in prescribed format.

In no circumstances, request for submitting offer (EOI) documents by hand shall be entertained.

Last Date:
The last date for receiving the applications is during office hours on or before 29^th March 2025. Application received after the due date and time shall not be accepted. HPSEBL reserves the right to accept or reject any application in full or part without assigning any reasons whatsoever.

Minimum Eligibility Criteria:

1. The CA firm must have experience in preparing at least two Accounting or Budgeting or Banking Manualsfor Central PSU/State PSU/Govt. Departments or power utilities of similar size.

2. The minimum average annual turnover of the last three years of the firm should not be less than Rs. one crores.

3. The net worth of the firm should be positive.

4. The firm shall submit audits balance sheet and income tax returns of last three years.

5. The firm should not be debarred/blacklisted by any Central PSU/State PSU/Govt. Department or power utilities.

6. The firms should have expert/professional with at least 5 years experience in SAP Software/ERP Enviornment

Bid Security and Performance Security:

The firm has to deposit EMD/Bid Security amounting to Rs. 1,00,000/- along with the application form. The firm who is awarded work shall also furnish a Performance Security in the form of Bank Guarantee/Demand Draft amounting to 10% of the awarded amount.
