Jeevan Pramann is an Aadhar based Digital Life Certificate for Pensioners which was launched on 10-11-2014 by the Prime Minister, Shri Narendra Modi. The Scheme is aimed to benefit over one crores pensioners. It is estimated that presently, approx 50 lakh individuals draw pension from the Central Government alone. A similar number draw pension from State and Union Territory Governments. Several PSUs also provide pension benefits. Over 25 lakh retired personnel draw pension from the Armed Forces. As per the said scheme, pensioners shall no longer be required to submit a copy of physical Life Certificate in November each year in November which is currently required to ensure continuity of pension being credited into his/her account. This Digital Life Certificate will certainly reduce undue hardship caused to senior citizens in produce a Life Certificate every year .

How the scheme will Work:
Jeevan Pramaan uses the Aadhaar platform for biometric authentication of the pensioner. The Department of Electronics and IT has developed a software application which will enable the recording of the pensioner's Aadhar number and biometric details from his mobile device or computer, by plugging in a biometric reading device. Key details of the pensioner, including date, time, and biometric information will be uploaded to a central database on real-time basis. A successful authentication shall generate the Digital Life Certificate which immediately gets stored in the Life Certificate Repository and the Pension Disbursing Agencies can access the certificate on-line. This will conclusively establish that the pensioner was alive at the time of authentication. The software application is available freely at Jeevan Pramaan Website . It can be operated on a personal computer or a smartphone, along with an inexpensive biometric reading device Those not having access to a computer/mobile can visit Jeevan Pramaan Centres operated by Common Service Centres (CSCs) to enrol themselves.

Steps to Get a Digital Life Certificate

The steps are as under:

1. Enrolling/Registering

To Enrol or register, the pensioner is required to either:

(a)   Visit a Jeevan Pramaan Centres (operated by CSCs, Banks, Government offices), or

(b)   Download Jeevan Pramaan Windows or Android client software on any PC, mobile or tablet by giving his/her email id at Jeevan Pramaan website . The application is compatible with Windows 7 Operating System  32 or 64 Bits and Android 4.0 and above

The pensioner is required to supply necessary information like Aadhaar Number, Pension Payment Order Number, Bank Account, Bank Name, Mobile Number etc.

2. Authentication of Aadhaar

The pensioner is required to provide his/her biometric, either a finger print or iris(eye structure)  and authenticate himself/herself by using an inexpensive biometric reading device. Jeevan Pramaan Centres are expected to be equipped with a biometric reader to help those who visit there. The Application will use Aadhaar Platform for online biometric authentication.

3. Downloading Digital Life Certificate

After successful authentication, the pensioner can access and download a pdf format copy of the certificate from the Jeevan Pramaan website by providing Jeevan Pramaan ID or Aadhaar Number.

4. Access and Communication of the Certificate

After successful authentication, a text sms acknowledgement message shall be sent to the mobile number and simultenously the certificate is stored in Life Certificate Repository and the Pension Disbursing Agencies can access the certificate on-line
