Sub:- Providing information regarding “Private Hospitals, Nursing Homes/Medical Clinics, Medical Colleges/Research Institutes, Diagnostic Centre, Pathological Labs, other medical supplies agencies/stores” -reg.
Please refer to the subject mentioned above. lt has been seen that various regional offices of the CAG are requesting the CIT(CO) offices of the respective region to provide information regarding “Private Hospital s, Nursing Homes/Medical Clinics, Medical Colleges/Research Institutes, Diagnostic Centre, Pathological Labs, other medical supplies agencies/stores” for audit purposes.
2. The CsIT(CO) in tum forward such requests to the DIT(S) for providing the necessary information. ln this connection, I have been directed to convey that:
A Full Board Meeting was held on 11th August, 2016 in the Chamber of Chairperson, CBDT for electronic Data sharing with the office of C&AG. The Board unanimously agreed that basic/summary data at the level of AO required for Audit work planning may be provided to the O/o CAG by DIT(Systems).
3. Accordingly Data as mentioned above has been provided to the O/o CAG for their Audit planning on 02/09/2016. As the data has already been provided to CAG centrally, the CIT (CO) offices are requested to intimate the Regional offices of CAG that DIT(Systems) has already provided data to the CAG and if required , the Regional Audit offices may obtain the same from their Head Office at Delhi
4. This issues with the approval of ADG(S)-3.

The Clinical Establishments (Registration and Regulation) Act, 2010 has been enacted by the Central Government to provide for registration and regulation of all clinical establishments in the country with a view to prescrib the minimum standards of facilities and services provided by them. The Act has taken effect in the four States namely, Arunachal Pradesh, Himachal Pradesh, Mizoram, Sikkim, and all Union Territories except the NCT of Delhi since 1st March, 2012 vide Gazette notification dated 28th February, 2012. The States of Uttar Pradesh, Uttarakhand, Rajasthan, Bihar, Jharkhand and Assam have adopted the Act under clause (1) of article 252 of the Constitution.
The Ministry has notified the National Council for Clinical Establishments and the Clinical Establishments (Central Government) Rules, 2012 under this Act vide Gazette notifications dated 19th March, 2012 and 23rd May, 2012 respectively.
The Act is applicable to all types (both therapeutic and dignostic types) of Clinical Establishments from the public and private sectors, belonging to all recognized systems of medicine, including single doctor clinics. The only exception is Clinical Establishments run by the Armed forces.
