Chhattisgarh Housing Board invites RFP for appointment of CA firm for Internal Audit/Taxation/RERA work including preparations of final accounts

Chhattisgarh Housing Board (CGHB) has invited RFP for appointment of Chartered Accountants Firm for Internal Audit/Taxation/RERA work including preparations of final accounts for FY-2025-26 & FY-2026-27. Head Office of C.G.H.B. is at Paryavas Bhavan, Sector-19, North Block, Nava Raipur Atal Nagar. At present there are 23 Divisions in the housing board alongwith 18 Estate Management Zones.

Conditions for Eligibility of CA firm:
Proposals of only those Firms who satisfy the Conditions of eligibility will be considered for evaluation. It is clarified that any CA firm which has performed the internal/ concurrent audit functions for CGHB in last five years, for any cluster would not be eligible for submitting any bid in the present RFP. 

(a) The CA (Chartered Accountants) Firm should be a partnership Practicing Firm registered with ICAI. 

(b) The CA Firms should be in Practice for a period of at least 10 (Ten) years or more. In support the bidder should submit constitution certificate and / or Firms card downloaded from the web portal of Institute of Chartered Accountants of India. The position of the certificate should be as of 01/01/2025.

(c) The CA firm should be empaneled with C&AG of India. In support the bidder should submit C&AG empanelment letter for FY 24-25 or later.

(d) The CA firm shall have minimum average (gross receipts) turnover of INR Two crore (2 crore) in the last three financial years i.e. 2021-22, 2022-23 and 2023-24. Such gross receipts should be exclusive of GST. In support the bidder should submit Certificate from its statutory auditor, along with the Bid. 

(e) Firm should have its Head office or Branch Office in Chhattisgarh. (In case the head office of the firm is outside of Chhattisgarh, the Branch Office should be operational for at least last 5 financial years. In support the bidder should submit Constitution Certificate/ Firm Card from ICAI web site.

(f) The Bidder CA firm should have five full time partners. Part time partner would not be considered. Out of these 05 (Five) full time partner. The firm should have at least three partners as Fellow Member of CA (FCA). In support the bidder should submit ICAI Constitution certificate for position as on 01/01/2025.

(g) The Bidder CA firm should be well conversant with working in Chhattisgarh State Government’s entities, authorities, agency, Corporation, ULbs , PSUs, Boards in the field of accounts, audit and Tax. Hence is prerequisite that bidder firm must have working Experience in similar assignments of Chhattisgarh State Government’s sponsored entities, authority, agency boards, PSUs, Corporation, ULbs, Societies and in last 10 financial years (up to 31.03.2024) it must have executed at-least 05 (Five) similar assignment with fees of at least Rs. 50,000/- per assignment. The bidder firm should, during the last five years, neither have failed to perform any assignment awarded by any entity sponsored by State Government of Chhattisgarh nor been expelled from any project or agreement / agreement terminated for major breach of contract by such Firm.  In support, the bidder should submit affidavit duly notarized to along with the bid.

Performance Security: Prior to signing of the contract, the bidder to whom LOA has been issued shall have to furnish performance security of INR 3,00,000/- (Rs. Three Lakhs Only) in the form of Demand Draft/FDR From Any Scheduled Commercial Bank as per RBI guideline in the name of Chief Accounts Officer, Chhattisgarh Housing Board, for the project duration.

Scope of work:

The scope of work is divided in following broad categories:

(a) Internal Audit and Concurrent Audit: General Scope

(b) Special Terms – Concurrent Audit of Head Office

(c) Special Terms – Internal Audit of Divisional / Zonal / Other Offices

(d) Preparation and Compilation of Financial Statements,

(e) Filing of Quarterly IT TDS Returns for the period covered in the assignment, (f) RERA Certification

(g) Work Regarding Notices of Income Tax and related matters : for the period covered under the assignment. 

Contract Period:

(a) Contract period would be for two Financial Years i.e. FY-2025-26 & FY-2026-27. The fees to be quoted by the bidder is for one financial year. No escalation would be considered for the second and third financial year and the fees quoted by selected bidder for financial year 2025-26 would remain same for Financial year 2026-2027.

(b) The performance of the selected bidder will be evaluated by CGHB from time to time. 

(c) Scope of Extension: Subject to satisfactory performance of the selected bidder, the period of their engagement can be mutually extended for further period up to two years, on mutually agreed terms and conditions.
