Indelible ink marks on exchange old bank notes

As per media news, the Government in its latest directives has asked banks to use indelible ink while exchanging withdrawn/banned Rs. 500 and 1,000 notes to stop conversion of the black money. Also this is considered a move to discourage people from coming again and again to exchange old notes.  

Hitherto the indelible ink are used in the process of casting of votes by marking the index finger of the voters casting a vote.
