Uttar Pradesh Government has notified reduced / concessional rate of registration and stamp duty fees on lease / rent agreements.
Currently, any rental agreement for more than eleven months must be registered at the local sub-registrar’s office to be legally enforceable. Failing to register an agreement for more than 11 months can make it inadmissible as primary evidence in court for either the landlord or the tenant.
However, to save the cost of the high stamp duty and registration fee on rent agreement, a practice has become prevalent whereby owners enter into a rent agreement with tenants for only eleven month and renew it for another eleven months and so on.
The whole idea of the reduction in stamp duty and registration fee by the UP government is to encourage owners to get a formal registered lease/rent agreements.
As per Notification(s) dated 19/11/2025 issued in this respect the relaxation from the stamp duty fee and registration fee shall be available only for a period of six months.
The concessions in registration fee for lease agreements is based on Average Annual Rent amount. The minimum registration fee is Rs. 500/- only (for one year) while the maximum registration fee is Rs. 10,000/- (up to 10 years).

ABCAUS NOTE : Apart from the reduced stamp duty fee and registration fee for lease deed, one more step that would really kicks the things going would be to enable online filing of registration for lease deed.
